NOTICE TO BIDDERS
COUNTY CONTRACT TAR & CHIP PROGRAM – 20
ALLEN COUNTY, OHIO
The following legal notice is to furnish all the labor, equipment and materials necessary to apply a Tar & Chip Seal on various county and township roads as specified in the Ohio Department of Transportation Construction and Materials Specification Manual, dated January 1, 2019, and additional specifications by the Allen County Engineer. Total number of miles being sealed is approximately 15.0 miles. This includes approximately 83,038 gallons of HFRS-2P liquid asphalt and 2,471 tons of No. 8 washed stone.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as determined by the Ohio Department of Industrial Relations.

Project bid documents must be downloaded from www.questcdn.com which will add your company to the Planholder List and allow access to vBid online bidding for the submittal of your bid (which is required for this project). Bidders will be charged a fee of $30.00 to submit a bid electronically. For this project, bids will ONLY be received and accepted via the online electronic bid service through www.questcdn.com.
Electronic Bids will be received by the Clerk of the Board of Allen County Commissioners and will be opened online by the clerk of said County, on Friday, May 15, 2020 at 10:30 a.m.
Each bidder is required to furnish with its proposal, a 10% Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must provide evidence of its experience on projects of similar size and complexity, and a complete listing of all subcontractors to be used. The owner intends and requires that this project be completed no later than September 4, 2020.
No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bid opening.
The Board of Allen County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or to waive any irregularities pursuant to Section 9.31 of the Revised Code.
